经常听到有人或用调侃的语气,或用讽刺的口吻,或用不满的言词在评价单位的领导:“又在搞平衡了。”意思说该领导在处理问题时左顾右盼,照顾方方面面,进而认为他们不主持公道,没有原则性。但是,尽管群众有意见,这种方法还是在领导工作中经常出现。那么,我们究竟应当怎样认识“搞平衡”这个问题呢? 应当看到,群众的批评有其正确的一面。事物发展的不平衡性,决定了我们在处理问题、表彰先进、选拔典型等项工作时,不能人为地搞平衡。若是不顾实际情况如何,只是从主观意图出发搞平衡,评先进一个单位一个,不管单位成绩如何,个人事迹怎样;搞奖励一人一份,不管贡献大小,成绩好坏;实在不行,名额有限,就轮流坐庄,先来后到;解决问题时也是一家一个,不多不少。这
