乡村发展是我国现阶段城镇化可持续发展的核心问题。实现城乡统筹发展是国家新型城镇化战略提出的基本要求,也是对国家现代化治理能力的重大考验。文章基于对乡村问题的理解,提出乡村规划本质上是应对乡村可持续发展问题的一种公共干预,需要面对乡村发展三个方面的难题,即促进乡村经济现代化、乡村社会治理现代化和乡村生活环境现代化。同时,乡村规划也触及了城乡规划的本源和规划体系的重构,理论和实践层面都有许多课题亟待开展。
Rural development is the core issue of the sustainable development of urbanization in our country at this stage. Realizing the overall development of urban and rural areas is the basic requirement put forward by the national new-type urbanization strategy and a major test of the ability of the state to modernize governance. Based on the understanding of rural problems, the article proposes that rural planning is essentially a kind of public intervention to deal with the problems of rural sustainable development. It needs to face the three problems in rural development, that is, to promote rural economic modernization, rural social governance modernization and rural life Environmental modernization. At the same time, rural planning touches on the origin of urban and rural planning as well as the reconstruction of planning system. There are many issues to be solved at the theoretical and practical levels.
