第一章总则第一条为加强对承运海关监管货物的境内运输企业及其车辆、驾驶员的管理,根据《中华人民共和国海关法》(下称《海关法》)及其他相关法规,制定本办法。第二条本办法所指的境内运输企业、车辆、驾驶员,是指依据本办法经海关注册登记或者备案登记,在境内从事海关监管货物运输的企业、车辆、驾驶员。第三条运输企业、车辆应当向企业所在关区的直属海关申请办理注册登记手续,驾驶员应当办理备案登记手续。第四条海关对运输企业、车辆的注册登记
