光泽县供销社系统自1992年2月起全面推行“四放开”改革以来,虽然在换转经营机制。增强企业活力,调动职工的积极性等方面取得了初步成绩,但由于改革时各企业不是处在同一条起跑线上,过去经营情况较好的企业,改革后增强的活力较大,形成了锦上添花,过去经营情况较差的企业,由于受包袱、资金、商誉、环境等不利因素的影响,至今仍处在困境之中,难以摆脱。针对上述问题,笔者认为:
The Gloss County Supply and Marketing Cooperative System has been implementing the “four release” reform since February 1992, although it is changing the operating mechanism. Some initial achievements have been made in enhancing the vitality of enterprises and mobilizing the enthusiasm of employees. However, due to reforms, companies are not on the same starting line. In the past, enterprises with better operating conditions have gained more vitality after the reform and formed a icing on the cake. Enterprises with poor operating conditions are still in a predicament due to the influence of unfavorable factors such as burden, funds, goodwill, and the environment, and it is difficult to get rid of them. In response to the above problems, the author thinks:
