胡耀邦同志来河北省易县视察工作时指出:“我国农业生产建设要实行两个转变。一个是从单纯地搞粮食转变到在搞粮食的同时要抓多种经营;二是从单纯搞水利建设转变到同时抓植被建设。”我认为耀邦同志提出的“两个转变”,是根据我国农业建设上的薄弱环节有针对性的提出来的,是运用了马克思主义的辩证唯物主义观点,以易县为例,深刻地阐述了林业与改善生态环境的关系,林业与改进农牧业生产条件的关系,林业与改善人民生活的关系。这“两个转变”非常重要,它是从生态平衡的观点出发,针对我国农业生产方针和增产措施而提出的,它标志着我国农业战略方针的重大转变,不仅对当前肃清“左”的思想影响有作用,而且对今后二十年实现工农业年总产值翻两番,也具有现实意义和深远意义。
