当前,进入社会快速转型时期,民族地区社会稳定形势受经济发展落后、阶层利益分化、多元文化整合等因素的影响,各类社会矛盾凸显。现有的维稳机制滞后,难以适应民族地区的复杂形势。有必要将民族地区维稳机制纳入法治视域之下进行考量,构建有效容纳和化解社会矛盾的政府公共服务供给机制、多元化矛盾纠纷调处机制、社会稳定预警机制、利益诉求表达机制等。 At present, entering the period of rapid social restructuring, the social stability in the minority areas is affected by such factors as the backward economy, the stratification of interests and the multicultural integration, and various types of social conflicts are prominent. The existing mechanism for maintaining stability lags behind and it is difficult to adapt to the complicated situation in ethnic areas. It is necessary to consider under the rule of law the maintenance of stability mechanism in minority areas, and to establish a government public service supply mechanism that effectively accommodates and resolves social conflicts, a mechanism for diversion of disputes and disputes, an early warning mechanism for social stability, and a mechanism for expressing interest demands.
