自近代芜湖设立海关以来,外国资本主义加大了对皖省的工业原料和农副产品的掠夺,芜湖逐渐成为长江流域著名的商埠。每年从芜湖海关出口的农产品数量非常惊人,其中品质优良的油菜籽成为出口的主要农产品。济南惨案发生后,全国掀起了轰轰烈烈的反日爱国运动。芜湖反日会实行对日经济绝交,严厉禁止菜籽出口日本。1928年8月31日,芜湖因为菜籽出口纠纷发生了"八三一"流血惨案,1929年6月17日,芜湖水陆工人举行游行并破坏废约促进会。在短短一年时间里,合作团体变成对立团,爱国情绪引领的民族矛盾转变成经济利
