回顾我国事业单位工资制度改革与发展的理论和实践历程,可以看出在计划经济与市场经济的不同体制下,工资体系、工资差异、工资分配原则及分配方式等均呈现出不同的特点。社会主义市场经济体制的建立和逐步完善、知识经济的到来、中国加入 WTO,以及人才资源的国际化竞争,使现行的事业单位工资制度暴露出了种种敝端,并对其提出了迫切的改革需要。
Recalling the theoretical and practical history of the reform and development of the wage system in public institutions in China, it can be seen that the wage system, the wage differences, the principle of wage distribution and the distribution methods all show different characteristics in different systems of planned economy and market economy. The establishment and gradual improvement of the socialist market economic system, the advent of a knowledge-based economy, China’s accession to the WTO and the international competition for human resources have exposed the existing public sector wage system and put forth urgent reforms on it need.
