前不久,笔者参观了岳阳市邮电局。他们的目标管理,把档案工作渗透到每一个职能科室,每一道工作环节,每一项工程项目。五年三大步,档案室建设共投入资金37万元,达国家一级标准后,还规划“九五”期间投入40万元,建立以档案管理为主的综合信息中心,实现档案管理、企业管理、专业管理、经济情报管理相结合的微机化管理网络。 恩格斯曾经指出:“人离开动物愈远,他们对自然界的作用就愈带有经过思考的、有计划的、向着一定的和事先知道的目标前进的特征”(《马克思恩格斯选集》第3集,516页)。目标管理能使预期目的与个体目标有机地结合起来,并有效地调适个体行为,充分调动人们的积极性和创造性。故而目标管理的创始人,美国管理专家彼得·杜拉克在《管理的实践》一书中提出“目标管理与自我控制”的主张。

Goal management can make the expected purpose and individual goals organically combine and effectively adapt to individual behavior, and fully mobilize the enthusiasm and creativity of people. Therefore, Peter Drucker, the founder of target management and American management expert, put forward the idea of “target management and self-control” in the book “Management Practice”.
