抓住机遇,深化改革,扩大开放,促进发展,保持稳定,是今年全党工作的大局。在这里,关键是把握好改革、发展和稳定的关系,它对我们做好今年乃至以后的各项工作都至关重要。正确处理和把握好这三者关系,也是邓小平同志对我们的一贯要求。 一、改革是动力 邓小平同志指出:“革命是解放生产力,改革也是解放生产力。”(《邓小平文选》第三卷,第370页)这就深刻地揭示了改革在社会主义社会发展过程中的伟大作用。改革是解放和发展生产力,保持社会长期稳定的重要手段,在把握改革、发展和稳定的关系时,必须把加快发展和保持稳定的着眼点放在深化改革上,以改革促进发展,以发展巩固稳定。
Seizing the opportunity, deepening the reform, expanding opening up, promoting development, and maintaining stability are the overall interests of the entire party’s work this year. The key here is to grasp the relationship between reform, development and stability. It is crucial to our work in this year and beyond. Correctly handling and grasping these three relations is also the consistent request of Comrade Deng Xiaoping to us. I. Reform Is Impetus Comrade Deng Xiaoping pointed out: “Revolution is the liberation of productive forces and reform is the liberation of productive forces.” (Selected Works of Deng Xiaoping, Vol. III, p. 370) This profoundly reveals the great nature of the reform in the process of socialist social development effect. To grasp the relationship between reform, development and stability, we must focus on accelerating development and maintaining stability on deepening the reform, promoting development through reform, and developing and consolidating stable.
