(一)关于职工教育形势的估计。据了解,近期以来,部分大企业的职工教育工作稳定进行并有新的改革和发展,有的企业职教部门在很困难的条件下,坚持了阵地,进行了改革,做出了成绩,值得赞扬。但是总的看来,多数企业在这方面仍然处于一种停滞以至滑坡的趋势,根本问题没有得到解决,这种情况需要引起有关领导机关的严重注意。 (二)关于发挥两个积极性。除了宏观上的指导条件以外,在企业内部,需要把两方面的积极性发挥出来。一个是企业领导者教育的积极性,一个是职工学习的积极性。就前者而言,企业的职工教育办得如何,至少取决于两个条件,客观上是经营效益的
