一、国外交通产业布局政策借鉴工业化理论依据 经济中间结构和区域经济理论认为,工业化是按照点—轴—集聚带顺序逐渐展开的。大工业首先聚集在个别城市,然后沿交通干线和其他重要基础设施轴线展开,继而向周围地区放射扩散,形成若干个经济活动密集的带状聚集区——产业带。而运输网络是经济空间结构演变的基本条件。 目标是四个“有利于” 交通产业布局政策,是从交通产业的位置角度来保证交通产业结构目标实现的政策。其目的是要使各地区交通产业发展符合宏观总体交通产业结构利益及允分发挥地区的比较优势,以利于全社会和国民经济各部门高效率地
