现代学校培养能力有两层含义:一是指学校能够使毕业生的整体素质达到某一规格的潜在能力,二是指学校按照预期的人才培养目标,在规定学制内能够培养合格毕业生的最大量。职业学校培养能力有两个主要特征:一是由专业建设水平所决定;二是受到学校办学理念的制约。专业建设是职业学校形成培养能力的基础和前提,是职业学校实现人才培养目标的平台;办学理念则是使这种潜在能力得以有效转化的保障。近年来,一些研究者在分析职业学校毕业生的流动性时,提出了职业教育的“地方性特征”,而且认为是由职业教育的培养目标所决定的,这实际上是一种错觉。
