我们的记者在与台商交往中,常听有人抱怨祖国大陆法制不够健全,一些人有法不依。这给他们的投资事业带来了许多麻烦,有的甚至因此而蒙受损失。于是一些后来者为了能顺利投资兴业,不得不用很大的精力甚至还要花钱,去经营关系学,以为在这里要想办成事,一定得有关系,特别要有权力大说话算数的关系。 应当说,这些台商朋友的抱怨并非没有道理。 在祖国大陆生活着3万多名台湾同胞,他们亲身经历了我们这个社会由“无法无天”到逐步建立和健全法制的过程。如果晚于他们从岛内而来的台商问起这个过程,他们会讲出许多亲身感受。实行改革开放之后,祖国大陆致力于建设有中国特色社会主义的伟大事业,按照邓小平的理论,民主与法制也是一个重要的方面。与十几年前相比,这方面确实已经有了极大的进步。在这种情况下,如果有人向他们讨教怎样在投资中使用“关系学”,而不是如何在经营中运用法律这个武器来保护自己,恐怕就不对了。台商中一门心思钻关系,结果反被“关系”所累所害的事,已经发生了不少。 有一个重要的信息,有必要告诉已经在大陆投资办厂,或者正想踏足海峡这边的台商朋友们,所以在本期我们刊发了本刊记者采写的《祖国大陆的法制宣传教育》一文。文中所有的内容都是从今年6月中下旬在北京召开的“第四次全
In our contacts with Taiwan businessmen, our reporters often complain that the legal system in the mainland China is not sound enough and that some people do not follow the law. This has caused a lot of trouble for their investment and some even suffered losses. So some latecomers, in order to successfully invest their businesses, have to spend a great deal of energy and even spend money on business relations. They think that if they want to do something here, they must have a relationship. In particular, they must have the power to talk big and count. . It should be said that the complaints of these Taiwanese businessmen are not unreasonable. More than 30,000 Taiwanese compatriots live in the mainland China. They have personally experienced the process of gradually establishing and perfecting the legal system in our society from “lawlessness”. If later than the Taiwanese businessmen who came from the island asked this process, they would make many personal experiences. After the implementation of the reform and opening up, the mainland of the motherland is devoted to building the great cause of socialism with Chinese characteristics. According to Deng Xiaoping’s theory, democracy and the rule of law are also an important aspect. Compared with a dozen years ago, there has indeed been a great improvement in this area. Under such circumstances, I am afraid it would be wrong to ask them how to use “relational learning” in their investment rather than how to use the weapon of law to protect themselves in their operations.
