1998年1月23日,王云坤省长在全省财税工作会议上讲话。他指出:当前经济生活中的主要矛盾是结构矛盾,并且非常突出。在计划经济时期结构矛盾不是很明显,改革开放以来,即使有一段时间强调技术改造,也没有从结构的优化来考虑,搞了许多低水平的重复建设。现在已经进入买方市场,没有一定的经济增长速度,就很难有税收和财政收入的增长,而保持经济增长的唯一出路,就是调整结构,实现结构升级。调整结构有些可能当年见效,有些不可能立竿见影,但是不管怎么说,只有抓住结构调整,才能实现经济的增长,才能保证财政收入的增长。
