改善生态环境是关系中华民族生存和发展的长远大计,也是防御旱涝等自然灾害的根本措施。浙江省是我国人口、工业和城市分布最稠密的地区之一,也是经济增长最快的核心地区之一。在经济快速增长的同时,全省生态环境质量却日益下降。因此,浙江省从80年代初就开始进行以生态村、镇为中心内容的生态示范区建设,把生态环境质量作为实现可持续发展和经济超越的载体来抓,取得了显著成效。从根本意义上说,改善生态环境也是改善我们的软环境。在新世纪来临之际,如何把浙江的自然空间营造出最好的经济、社会发展环境,使我们的生存质量、投资环境得以更大幅度的提升,是一件意义深远、刻不容缓的大事。
Improving the ecological environment is a long-term plan that relates to the survival and development of the Chinese nation and is also a fundamental measure to prevent natural disasters such as droughts and floods. Zhejiang Province is one of the most densely populated areas in China with its population, industry and cities. It is also one of the fastest growing core areas in the world. While the rapid economic growth, the province’s ecological environment quality is declining. Therefore, since the early 1980s, Zhejiang Province has started the construction of an ecological demonstration zone centered on eco-villages and towns and achieved remarkable results in regard to the eco-environmental quality as a carrier for achieving sustainable development and economic surpass. In the fundamental sense, improving the ecological environment is also improving our soft environment. At the dawn of a new century, how to create the best environment for economic and social development of Zhejiang’s natural space so that our quality of life and investment environment can be greatly enhanced is a profound and urgent event.
