我国先进地区的现代化发展水平目前基本处于一次现代化的中期阶段。面对完成工业化和推进知识化的双重任务,必须摆脱现有发展阶段和产业基础的约束,改变经济发展的传统模式,省略或者缩短一次现代化发展的某些阶段,在推进一次现代化的同时,加快启动二次现代化的进程,从而实现现代化发展阶段的跨越。跨越式发展战略目标的实现,意味着我国先进地区将在2020年全面完成第一次现代化的基础上,基本实现第二次现代化。
The level of modernization in the advanced regions of our country is basically in the midst of a modern phase. Facing the dual tasks of industrialization and knowledge-based development, we must get rid of the constraints of the current development stage and the industrial foundation, change the traditional mode of economic development, omit or shorten certain stages of the modernization development, accelerate the modernization of one time and speed up To start the process of the second modernization so as to achieve a leap forward in the stage of modernization. The realization of the strategic goal of leapfrog development means that China’s advanced regions will basically accomplish the second modernization on the basis of fully completing the first modernization in 2020.
