北京铁路分局管辖着三十多所铁路中、小学校。为了促进学生德、智、体全面发展,我们每年都要举行分局中、小学生田径运动会,以推动各校田径运动的开展和检查、评价各校体育训练的效果。但我们分局管辖的中小学比较分散,线长点多,各校的规模也大小不一。设在城市规模较大的学校有近两千名学生,四十多个教学班;而设在沿线边远地区规模较小的学校有的不足百名学生,只有三、四个教学班。因此在分局中小学田径运动会中仅设团体总分的办法就很不合理,严重影响了小学校平时训练与参加比赛的积极性。从学校管理心理学分析,他们失去了目标期望中的公平感而受到心理挫折,导致了回归现象。原
