目的了解安徽省市县(区)级卫生应急能力。方法对安徽省16市、62县和42区级的卫生计生行政、疾病预防控制、卫生监督、医疗等承担卫生应急的主要医疗卫生部门进行问卷调查。结果各级政府将卫生应急体系建设纳入国民经济和社会发展规划、卫生事业“十二五”规划,将卫生应急常规工作经费列入本级财政预算,制定了各项应急预案,卫生应急办公室单独设置率达45%,卫生应急队伍组建率100%,卫生应急物资实物储备落实率达67%,全员培训率达65%,90%地区开展了卫生应急知识宣传活动,突发公共卫生事件报告各项指标达95%以上,均能有效处置突发公共卫生事件,46%的市县(区)制定了征用物资归还、补偿制度和卫生应急工作人员补助制度。市县(区)综合平均得分分别是716分、695分和601分,其中应急队伍和应急处置得分率较高,均达应得分75%以上;市级、县级和区级卫生应急能力综合评分除装备储备、培训演练外,其它项目差异均有统计学意义(P<0.05)。结论安徽省已经建成卫生应急体系中的装备储备、善后机制亟待加强。
Objective To understand the health emergency response capability of cities and counties in Anhui Province. Methods A questionnaire survey was conducted among major health departments in Anhui Province that took health emergency such as health planning administration, disease prevention and control, health supervision and medical care in 16 cities, 62 districts and 42 districts in Anhui Province. Results The governments at all levels included the construction of the health emergency response system into their plans for national economic and social development and the “Twelfth Five-Year Plan” for public health. They included the routine work expenses for health emergency in their budgets at this level and formulated all contingency plans, health emergencies The establishment rate of office is 45%, the establishment rate of health emergency team is 100%, the implementation rate of physical emergency supplies is 67%, the full training rate is 65%, and 90% areas carry out health emergency knowledge publicity activities, public health emergencies All indicators of the incident report reached more than 95%, all of which could effectively deal with public health emergencies. 46% of cities and counties (districts) formulated the system of requisition materials reimbursement, compensation and health emergency workers. The average comprehensive scores of cities and counties (districts) are 716, 695 and 601, respectively, of which the emergency teams and emergency response scoring rate are both above 75%; the municipal, county-level and district-level health emergency response capabilities Except equipment reserve and training exercise, the scores of other items were all statistically significant (P <0.05). Conclusion Anhui Province has already built the equipment reserve in the health emergency response system and the rehabilitation mechanism urgently needs to be strengthened.
