自党的十一届三中全会以来,经过拨乱反正,我区林业科学技术研究工作,亦如久旱逢甘露,遇雨又蓬生。在全国及自治区科学大会精神鼓舞下,通过认真贯彻中央1980年14号文件,端正了科研方向和发展林业科学技术的指导思想。过去我区林业科学技术工作基础十分薄弱,并且科研与生产“两张皮”。1980年以前,全区从事林业科学研究的专业人员总共不过八十人,约占当时全林业系统职工总人数的百分之零点五,仅占全区林业科技人员总数的十五分之一,根本不能适应生产建设发展的需要。大量的科研技术工作,是由基层单位的科技人员兼顾生产
