《广东省散装水泥管理规定》业经省人民政府批准颁布实施(省府令第12号),根据我省当前散装水泥管理工作的实际提出如下意见,请一并贯彻执行:一、各级建设行政主管部门要认真按照《规定》的要求,切实担负起政府赋予的发展散装水泥和商品混凝土工作的职责,尽快建立和健全市、县散装水泥办公室(以下简称“主管机构”),并根据省政府批准省建委“三定”方案,从有利于上级方针政策的贯彻实施及散装水泥和商品混凝土的发展考虑,抓紧把主管机构的隶属关系理顺。要努力建立一支精干的管理队伍,地级市主管机构一般要求有4-6人,县级(县级市)主管机构2-4人。市辖区一般不再设主管机构,由市主管机构统一进行管理。主管机构的业务受上一级主管机构指导。
The “Regulations for the Management of Bulk Cement in Guangdong Province” have been promulgated (Provincial Decree No. 12) by the Provincial People’s Government and put forward the following opinions according to the actual practice of our country’s bulk cement management. Please implement them together as follows: 1. Construction administration at all levels The competent department should conscientiously fulfill the duties assigned by the government for the development of bulk cement and commercial concrete work in accordance with the requirements of the “Provisions” and establish and improve as soon as possible the municipal and county bulk cement offices (hereinafter referred to as “competent authorities”), Provincial government approved the Provincial Construction Commission “three ” program, from the favorable policies and implementation of the higher level and the development of bulk cement and commercial concrete considerations, pay close attention to subordinate the competent authorities straighten out. Efforts to establish a lean management team, prefecture-level city authorities generally require 4-6 people, county (county-level city) authorities 2-4. City area generally no longer set up the competent agencies, unified by the city competent agencies to manage. The competent authority’s business is guided by a higher authority.
