随着石油能源国际化需求的日益迫切,国内一些石油公司相继在海外并购或参与石油区块勘探开发以期获得持续增长的动力。在国际油价高位运行时,海外石油投资回报相对较大。但随着近两年国际油价“断崖式”下跌和持续低迷,一些品质相对低的海外油区逐步面临效益开发门槛的挑战,尤其是钻完井勘探开发项目更为明显。如何在这一时期降低成本,保障海外油田项目经济效益,优化钻完井项目管理是解决措施之一。从海外钻完井项目(承担作业者)的前期准备、项目执行及项目复员等全过程提出一些管理思考供同行借鉴。
With the increasingly urgent demand for the internationalization of petroleum energy, some domestic oil companies have successively merged overseas or participated in exploration and development of oil blocks in order to obtain sustained growth momentum. Overseas oil investment returns are relatively large when international oil prices are high. However, with the drop and continuous downturn of international oil prices in recent two years, some overseas oil regions with relatively low quality gradually face the challenge of developing effective thresholds for their benefits. In particular, drilling and completion exploration and development projects are more obvious. How to reduce costs during this period, to protect the economic benefits of overseas oilfield projects, optimizing drilling and completion project management is one of the solutions. From the overseas drilling and completion project (the operator) preparation, project implementation and project demobilization and other whole process put forward some management thinking for the same reference.
