以城市为重点的经济体制改革的中心环节是增强企业活力。企业活力的真正源泉,在于企业中脑力劳动者和体力劳动者的积极性、智慧和创造力的充分发挥。所以很多有见识的企业家都把举贤、用贤、育贤作为自己最光荣的职责。凡是能加强人才管理的企业,就会富于活力,经济工作就会生机勃勃。关于人才管理,大体上包括两方面的内容:一是对现有人才的发现和使用,充分发挥现有人才的作用;二是要搞好智力投资,开发潜在的人才资源。本文只对如何充分发挥现有人才的作用进行一些探讨。
