在经济全球化大潮的推动下,海峡两岸区域经济一体化已成为不可逆转的发展趋势。为了适应新形势,海峡两岸签署了《两岸经济合作框架协议》,标志着海峡两岸经贸合作进入了制度化轨道,为扩大两岸双向投资和深化产业合作开辟了新通道。为此,在海峡两岸经济合作中,探索沪台两地区域产业集群协同发展的路径是非常必要的。它主要包括:一是基于全球价值链视角加强沪台两地区域产业集群发展环节的联动性。二是基于外资驱动嵌入型视角推进沪台两地区域产业集群发展模式的融合性。三是基于政府主导型视角提高沪台两地区域产业集群发展政策的有效性。四是基于《ECFA》框架下强化沪台两地区域产业集群发展机制的科学性。这对进一步推进海峡两岸经济合作与发展,更好地为海峡两岸区域经济一体化创造更为有利的社会发展环境,都具有重要的现实意义。
Driven by the tide of economic globalization, the cross-Strait regional economic integration has become an irreversible trend of development. In order to adapt to the new situation, the two sides of the Taiwan Strait signed the Framework Agreement on Cross-Strait Economic Cooperation, marking the institutionalization for the cross-Strait economic and trade cooperation and opening up new channels for expanding cross-Strait bilateral investment and deepening industrial cooperation. Therefore, it is very necessary to explore the synergistic development of industrial clusters in Shanghai and Taiwan in the economic cooperation across the Taiwan Strait. It mainly includes: First, based on the perspective of global value chain to strengthen the linkage between the development of industrial cluster in Shanghai and Taiwan. The second is to promote the integration of the development mode of regional industrial clusters in Shanghai and Taichung based on the perspective of foreign capital-driven embeddedness. Third, based on the government-led perspective, it is effective to improve the development policies of industrial clusters in Shanghai and Taiwan. Fourth, based on the “ECFA” under the framework of strengthening the Shanghai-Taiwan regional industrial cluster development mechanism scientific. This is of great practical significance to further promoting economic cooperation and development across the Taiwan Strait and better creating a more favorable social development environment for the regional economic integration across the Taiwan Strait.
