2006年7月,中国社会科学院社科文献出版社发布的2006年《中国人才发展报告》指出,由于用人观念和制度安排存在欠缺,我国的人力资源没有得到充分的发挥,人才浪费情况触目惊心。据测算,仅2005年一年,我国就有2500万人因没能“尽其才”而无端消耗,造成的损失仅经济指标一项已超过9000亿元。盲目追求高学历的人才使用情况,被一些专家称之为“高学历运动”。这一“运动”在全国催热了一波“人才高消费”狂澜。
In July 2006, the “China Talent Development Report” released by the Social Sciences Academic Press of the Chinese Academy of Social Sciences in 2006 pointed out that due to the lack of employment concepts and institutional arrangements, China's human resources are not fully exploited, and the waste of talents is shocking. It is estimated that in 2005 alone, there were 25 million people in our country that have not consumed their energy because they failed to “make the best use of their talents,” only one of the economic indicators has lost more than 900 billion yuan. Blind pursuit of highly educated personnel use, by some experts call it “highly educated movement.” This “movement” has aroused a wave of “high consumption of talents” in the whole country.
