十二大报告指出:“各级学校教师,特别是全国农村的小学教师,他们的工作十分艰苦,又十分崇高,他们的努力将决定我们下一代公民在德、智、体各方面的成长。我们必须使全社会普遍尊敬和大力支持他们的光荣劳动。”在九嶷山下的宁远县白土公社,我们看到的,正是这种普遍尊敬和大力支持教师光荣劳动的新气象。白土公社经济、文化基础都很落后。过去,这里教师的许多实际问题得不到重视,公办教师想调走,民办教师不安心,教育质量日益下降,人们又反过来埋怨教师“冒得用”。

Clay communes economic and cultural foundation are very backward. In the past, many practical problems of teachers here were overlooked. Public teachers wanted to be transferred away, private teachers were not reassured, and the quality of education was declining. People in turn complained that teachers were “taking the plunge.”
