为了树立旗帜,创造经验,进一步推动扫盲运动,给本年四月份召开之全省奖模大会做好准备工作,各地应抓紧时间,加强培养各种模范工作,开展评比运动。目前首先应积极进行以下各项工作:(一)广泛深入地开展宣传工作,组织竞赛。为了使所有扫盲干部,教师和学员明确模范标准,从而启发其争取模范的积极性,就必须根据省府颁发之奖励办法中的各种模范条件,大力开展宣传工作,并在宣传的基础上;发动组织干部、教师、学员、班、组、厂矿、街道、行业、村、片、区、县,相互间的竞赛运动。(二)组织一定力量,认真培养模范。各地应有重点的选择具有适当条件的对象,指定专人,有计划地系统地加以具体的培养,使其真正成为模范,并能创造出先进经验,确实发挥推动扫盲工作的积极作用。必须明确:培养模范、创造经验与推动全面工作,是紧密结合而完全一
