近几年来,研究人员越来越注意对中国贫困地区经济开发的研究。但是,在已有的研究中,一个较为明显的不足是缺乏对扶贫资金使用有关的问题的研究,尤其是缺乏从县级的角度进行的研究,这将不利于我们准确地评价扶贫的政策绩效并由此作出恰当的政策调整。1992年3月至6月,我们在云南、陕西两省分别选了10个县,就扶贫资金的管理、使用以及效益等问题进行了较为广泛的调查。
In recent years, researchers have paid more and more attention to the research of economic development in poverty-stricken areas in China. However, one of the obvious deficiencies in the existing research is the lack of research on the problems related to the use of poverty alleviation funds, especially the lack of research from the county level, which will not help us to accurately evaluate the performance of poverty alleviation policies And make appropriate policy adjustments accordingly. From March to June 1992, we selected 10 counties in Yunnan and Shaanxi provinces respectively to conduct a more extensive survey on the management, use and effectiveness of poverty alleviation funds.
