本文在对国民收入分配状况进行实证分析后指出:当前我国国民收入分配严重向个人倾斜,其特点是国民收入最终分配总量超过生产总量下的结构性倾斜,而且在结构性倾斜中并存着社会性分配不公和“平均主义”。判断国民收入分配格局是否合理,要坚持经济增长与发展、利益兼顾与适度、个人收入形成机制合理和适度增长三项标准。作者认为,构造新的国民收入分配新格局,要以建设有中国特色的社会主义的“初级阶段论”和“市场经济论”为理论依据,以资源的优化配置和利益的统筹兼顾为结构特征,以有利于进一步解放和发展生产力为根本任务,并经过实践的调整与检验而形成体系完整、功能发展、活力旺盛、良性循环的合理格局。
After empirical analysis of the distribution of national income, this paper points out: At present, the distribution of national income in our country is seriously inclined to individuals.
