“十一五”时期长春市产业结构优化升级情况良好,但也存在一些问题。“十二五”期间,预计长春市第一产业比重将持续下降,第二产业主导地位不会改变,第三产业将加快发展。要抓好着力点,利用好发展环境,克服制约优化升级的因素。具体要做好以下几方面的工作:完善和加强基础产业,构建以产业园区为主体的产业结构体系,推进利用外资转型,产业结构优化升级与区域经济合作相结合,发展大型企业集团,加快县域工业结构调整,促进节能减排,发展循环经济。
