国有资产的保值增值,是完善和发展社会主义市场经济的源泉保障。20世纪90年代以来,经济犯罪行为造成国有资产快速流失,严重影响了改革开放的丰硕成果和国家经济安全。防止和制约国有资产流失要完善有关法律制度,严把清产核算、产权界定和资产评估关,建立完善的人才管理和激励机制,齐抓共管,严厉打击侵害国有资产犯罪。
The preservation and appreciation of state assets are the source guarantee for the improvement and development of the socialist market economy. Since the 90s of the 20th century, the economic crimes have caused the rapid loss of state assets, seriously affecting the fruitful results of the reform and opening up as well as the national economic security. Prevent and Restrict the Loss of State-owned Assets To improve the relevant legal system, strictly control the clearance of property, definition of property rights and assessment of assets, establish sound talent management and incentive mechanisms, make concerted efforts to crack down on crimes against State-owned assets.
