水安全是社会经济、生态环境乃至国家安全的一个重要组成部分,与人类生存和社会经济的可持续发展紧密相关.为引领我国水利学科未来科技创新,指引水利工程关键科技发展的研究方向,基于中国科学院技术科学部《水利学科战略发展研究》项目的研究内容,本文提出我国当前水安全情势和未来中长期需重点关注的若干重大科技问题,包括:全球气候变化与人类强烈活动下的水资源安全;农业水资源高效利用;河流-湖泊-近海泥沙与生态环境;水电能源开发的驱动与制约因素,高坝梯级水电站长期安全运行和水旱灾害防御等六个方面.立足于国家水安全战略需求,提出未来我国水利科技发展的前沿科学问题,以期为我国水利科技的发展研究提供支撑作用.
Water security is an important part of socio-economy, ecological environment and even national security, and is closely related to the sustainable development of human beings and socio-economy.In order to lead the future scientific and technological innovation of China’s hydraulic discipline and guide the development of key science and technology of water conservancy projects, Chinese Academy of Sciences, Ministry of Science and Technology, “Research on Strategic Development of Hydraulic Discipline”, this paper presents some important scientific and technological issues to be paid attention to in China’s current water security situation and in the medium and long term. These include: global climate change and water resources under intense human activities Safety, efficient utilization of agricultural water resources, river-lake-coastal sediment and ecological environment, driving and constraints of hydropower energy development, long-term safe operation of high dam cascade hydropower stations and flood and drought disaster prevention etc. Based on the national water safety Strategic needs, put forward the future of China’s water science and technology development of cutting-edge scientific issues, with a view to China’s water science and technology development to provide a supportive role.
