《关于改进和加强图书馆工作的报告》中对我国图书馆事业现状所存在的人才问题说:“工作人员数量不足,素质较差,待遇偏低,队伍不稳。”人是生产力中最活跃的因素。因此,图书馆战略研究中首要解决的是图书馆人才管理战略。这里有两个突出的问题需要认真加以研究:一是干部队伍建设战略的研究,其中包括知识、职务、年龄结构,研究人员和领导干部问题;二是人才管理政策战略的研究,其中包括把竞争机制引入人才管理,馆长人选及其职责、职权,管理人员的地位、待遇,等等。
