自1986年基金委员会成立以来,已经6年多了。在这期间,我们积累了一些成功的经验,例如“依靠专家,发扬民主,择优支持,公正合理”的16字方针。几年来,经过大家努力,基金工作已成为广大科技工作者的一种激励条件,在他们心目中是有好评的。但是,事物应当不断提高和发展。所以基金工作如何提高、发展是当前摆在我们面前的一项十分迫切重要的任务。在基金委员会成立时,国务院明确规定基金委员会的任务是:“根据国家发展科学技术的方针、政策和规划,有效地运用科学基金,指导,协调和资助基础研究和部分应用研究工作,发现和培养人才,促进科学技术进步和经济、社会发展”。因此,基金委员会的性质应当是具有组织管理与学术的双重性,否则很难胜任“指导、协调和资助基础研究和部分应用研究工作”。多
