十七大以来,干部人事制度改革对公务员队伍建设提出了新要求。探索青年公务员队伍培养和建设的新模式势在必行。上海普陀区的“青年论坛”培养模式是一种新路径,能够使青年公务员展现自身才能、完善人生未来规划,以升华其社会价值;使公务员队伍发掘体制内外人才并完善人才退出机制,推进公务员队伍建设。该培养模式主要分为青年人才及导师团的选定与匹配、培养目标的确定、培养模式及活动机制、成果汇报及评价等四个阶段。
