农村政权组织是我国最基层的政权组织,全国12亿人口,9亿农民稳定了,全国就稳定了。稳定的一个重要保证就是,“群众负担不能重,干部不能凶”。由于多种原因,在一些地方,有一些干部不能正确贯彻执行党对农村的各项政策,擅自加重农民负担,干部与农民发生冲突屡见不鲜,群众越级上访时有发生。农民负担过重,农村债务包袱越滚越大,已引起各级党委及政府的高度重视。
Rural political organizations are the most basic political organizations in our country. With a population of 1.2 billion and a stable population of 900 million peasants, the entire country has been stabilized. An important guarantee of stability is that “the mass burden can not be heavy, cadres can not fierce.” For various reasons, in some places, some cadres can not correctly implement the party’s policies on the countryside and increase the peasants’ burden without authorization. It is not uncommon for cadres and peasants to clash in conflicts. Peasants are overburdened and the burden of rural debt is getting bigger and bigger. It has drawn great attention from Party committees and governments at all levels.
