外交部,公安部,海关总署,国家税务总局,各省、自治区、直辖市及计划单列市外经贸委(厅、局)、劳动和社会保障厅、外国专家局,中央管理的外经贸企业,驻俄罗斯联邦经商参处,驻哈巴罗夫斯克经商室:《中华人民共和国政府和俄罗斯联邦政府关于中华人民共和国公民在俄罗斯联邦和俄罗斯联邦公民在中华人民共和国的短期劳务协定》(以下简称《协定》,见附件)已于2000年11月3日,由我国对外贸易经济合作部部长石广生和俄罗斯联邦联邦、民族和移民政策事务部部长亚·维·勃洛欣分别代表本国政府在北京签字。目前,双方已履行完《协定》生效所必需的国内程序。《协定》于2001年2月5日正式生效。现将《协定》印发给你们,请有关单位遵照执行。在
