1989年9月1日至10月15日,国家海洋局北海分局,交通部青岛港务监督,国家海洋局海洋环境保护研究所,在青岛海域进行了海面溢油鉴别技术海上协同执法实验。 联合几个相关的执法单位和部门,将船舶、机械监视系统,以现代通讯联络手段和陆基海面溢油鉴别技术有机组织起来,应用于立体化海洋协同执法管理中在我国尚属首次。 9月1日至20日,北海分局出动“中国海监15”和“中国海监16”,青岛港务监督同时出动其他船舶对特定海域进行海上巡航监视并配备实验室的海面溢油鉴别技术予以协同执法。9月21日至10月中旬, “中国海监”飞机同时对上述海域进行空中巡航监视并配备实验室的海面溢油鉴别技术协同执法。
From September 1, 1989 to October 15, 1989, Beihai Branch of the State Oceanic Administration, Qingdao Port Authority of the Ministry of Communications and the Institute of Marine Environmental Protection of the State Oceanic Administration conducted a maritime cooperative law enforcement experiment on sea surface oil spill identification technology in Qingdao sea area.
