目前在县以上党政领导班子和领导干部中,以“讲学习、讲政治、讲正气”为主要内容的党性党风教育正深入开展。这次“三讲”教育,是我党为适应形势发展的需要,结合各级领导班子和领导干部队伍的现状,从我们所面临的艰巨任务和跨世纪发展目标出发而采取的一项重大决策。将“讲学习”作为这次党性党风教育的主要内容,意义深远。历史证明,在政治路线确定之后,领导干部的素质是关系我们事业兴衰成败的决定因素,而加强学习则是全面提高领导干部素质的基础和主要途径。在构成领导干部素质的诸多因素中,思想理论素质又是其中的灵魂。因此,各级领导干部在努力学习各种知识的同时,必须把学好马克思列宁主义、毛泽东思想特别是邓小平理论摆在学习的首位。
