(1985年1月12日田纪云副总理召集国务院有关部委的同志研究水电部关于水利系统开展综合经营的几个政策问题时的讲话,现根据记录整理摘登。) 建国以来,国家花了大量投资,修建了一大批水利工程。这些工程对战胜水旱灾害和发展国民经济起了重大作用,还有很大潜力。当前,如何加强现有水利工程的管理,提高经济效益是个紧要的问题。过去,水利上“吃大锅饭,喝大锅水”的体制束缚了人们的积极性,阻碍了经济效益的提高。看来,只靠一个办法不行,需要采取综合措施。
