依法治国是实现国家治理体系和治理能力现代化的本质要求,法治军工则是建设中国特色先进国防科技工业体系的必然选择。无论是治理体系还是国防科技工业体系,都强调体系化建设。筑就法治大厦,既离不开总体的结构、框架,也需要细微处的一砖一瓦、一个个零件的支撑。事实上,在法治建设中,基础性、细节性的规章恰恰是检验法制是否健全完备的“试金石”。
Governing the Country by Law is the Essential Requirement for Realizing the Modernization of the National Governance System and Governance Capability.
