在新型城镇化背景下,存量规划逐步成为当前的重点和热点,旧商业区更新是存量规划的重要组成部分,其更新机制的研究是保障更新工作顺利推进的基础。本文以成都市红牌楼旧商业区更新改造为例,针对其权属复杂、改造难度大和不定因素多等特点,提出区域统筹协调、近期项目保障,多种改造方式相结合的分类引导,多部门联动、出台政策组合拳等多种策略,进行旧商业区更新机制的探索。
In the context of new urbanization, stock planning has gradually become the current focus and hot spot. The renewal of old commercial areas is an important part of stock planning. The study on its updating mechanism is the basis for ensuring the smooth progress of the updating work. Taking the renovation and reconstruction of the old commercial district of Hongpailou in Chengdu as an example, this paper proposes a multi-department and multi-departmental guideline based on the combination of regional coordination, recent project support and multiple ways of transformation in view of the complicated ownership, the difficulty of transformation and the uncertainties. Linkage, the introduction of policy combos and other strategies, to explore the old business district renewal mechanism.
