1999年9月5日,国际民航组织在蒙特利尔通过了《统一国际航空运输某些规则的公约》(以下简称“新公约”),有81个国家及欧共体签署了新公约。2003年11月4日该公约在已递交批准书的32个成员国间生效。新公约的生效将对国际航空运输责任体系带来哪些变化?我国尚未递交批准书,是否意味着我国的国际航空运输与新公约关系不大?尤其是我国正在进行民用航空法的修改,新公约对此有何影响?
On September 5, 1999, ICAO adopted the Convention for the Unification of Certain Rules Governing International Air Transport (hereinafter referred to as the “New Convention”) in Montreal, and 81 countries and the European Community signed the new convention.
