The enemy seems(to be)powerful but in fact it is weak. This exercise seems(to be)easy to me. The enemy drive towards the town seemed checked. She seems unwilling to try.

Adjectives or participles. The enemy seems (to be) powerful but in fact it is weak. The enemy looks powerful and in fact is weak. This exercise seems to be easy for me. After seem in the above sentence, there is to be, but it is often omitted. The enemy drive towards the town seems checked. The enemy’s march into the city seems to have been blocked. She seems unwilling to try. She seems unwilling to give it a try.
