1996年8月2日至4日,受台风影响,卫河流域上游山区普降暴雨。这次降雨有两个特点:一是日降雨强度大,部分山区雨量接近或超过历史纪录;二是范围多集中在山区,汇流快。降雨导致卫河流域多地出现历史最高水位,但在水库、河道和蓄滞洪区的联合运用下,最大限度地减少了灾害损失。文章对洪水情况进行回顾后和相近水量的1956年洪水损失进行比较,并对今后如何防止和减少洪灾损失提出了建议。
From August 2 to August 4, 1996, affected by the typhoon, there was a heavy rainstorm in the upper reaches of the Weihe River basin. There are two characteristics of the rainfall: one is the intensity of heavy rainfall, some mountainous areas close to or exceed the historical record of rainfall; the second is more concentrated in the mountainous areas, the convergence fast. Rainfall has led to multiple historical high water levels in the Weihe River basin, but with the joint use of reservoirs, river courses and flood retention and storage areas, disaster losses have been minimized. The article compares flood loss in 1956 with a similar amount of water after a review of flood conditions and makes recommendations on how to prevent and reduce flood losses in the future.
