图书、情报、档案一体化管理的研究 ,长期以来是图情界、档案界的热点话题 ,要完全实现三者机构实体的融合 ,涉及到诸多问题 ,包括档案机构的归属问题 ,前两者属于文化系统 ,而后者则是文件的延伸 ,充满了政治、公务的色彩 ,长期以来划归行政部门管理 ,强调的是文件、档案的行政价值。因此 ,要实现机构的完全融合 ,任务是艰巨的 ,而且在当今信息网络化时代也是没有必要的 ,笔者主要不是从机构改革的角度 ,而是试图从虚拟的馆际间达到统一管理 ,做同样的工作 ,为同样的对象服务的可行性研究入手来探讨三者“一体化”问题
The research on the integrated management of books, intelligence and archives has long been a hot topic in the world of pictorial and archival materials. To fully realize the integration of the three institutional entities involves many issues, including the ownership of the archivists. The first two belong to Cultural system, while the latter is an extension of the document, full of political, official color, has long been placed under the administration of the executive, emphasizing the administrative value of documents and files. Therefore, in order to realize the complete integration of institutions, the task is arduous, and it is not necessary in the current era of information network. The author does not try to achieve unified management from the perspective of institutional reform but from the perspective of institutional changes.
