又是一年雪花飘。每年冬季来临时,即是电网攻坚克难时。按说今年是个暖冬,雨雪偏少,平均气温居高不下,是历年来少有的。尽管如此,山西电力负荷却猛地往上蹿,屡创历史新高。2006年10月17日,全省晚峰为1297万千瓦,高于上年冬季最大负荷约100万千瓦;12月3日,电网负荷达到1334.8万千瓦,比上年同期高出114.3万千瓦,最大负荷缺口达到80万千瓦;12月13日,全省最大负荷达到1499.5万千瓦,再创历史新高,同比增加296.1万千瓦,增幅为24.6%,缺口突破200万千瓦,为245万千瓦。这与所预测的供用电总量基本平衡,缺电局面有效缓解,最大缺口80万千瓦左右的情形相距甚远。出现如此大的电力失衡现象,也是山西电力公司始料未及的。严峻的缺电现实不容乐观,漫长的冬季,山西电力公司任重道远,面临严峻考验。
