为了加强房地产市场的宏观管理和土地市场化管理,推进以市场方式配置土地资源,进一步搞活和规范我市房地产市场,现根据有关法律、法规的规定,结合我市实际,作出如下决定: 一、根据《深圳经济特区土地便用权出让条例》和《深圳经济特区土地使用权招标拍卖规定》,凡经营性、营利性项目用地,一律以招标或拍卖的方式出让。协议方式出让土地使用权仅限于以下范围: (一)工业用地(特区内限高新技术项目用地)。 (二)市、区政府建设的社会微利商品房用地和全成本微利商品房用地。 (三)市、区财政全额投资的机关、文化、教育、卫生、体育、科研和市政设施用地等公益性、非营利性用地。 (四)军事用地。
In order to strengthen the macro-management of the real estate market and the market-based management of land, promote the allocation of land resources in a market-based way and further invigorate and standardize the real estate market in our city, we hereby make the following decisions in light of the relevant laws and regulations as well as our actual conditions: According to “Shenzhen Special Economic Zone Land Use Rights Transfer Ordinance” and “Shenzhen Special Economic Zone Land Use Right Bidding Auction”, where the business, for-profit project sites, all by way of bidding or auction. Agreement way to sell land use rights is limited to the following areas: (A) industrial land (SAR restricted high-tech project sites). (B) the city, the district government building low-cost commercial housing land and low-cost commercial real estate land. (3) Public welfare and non-profit-making land for organs, culture, education, public health, sports, scientific research and municipal facilities for cities and districts with full investment in finance. (D) military land.
