江淮丘陵地区位于安徽省中部,南依长江,北濒淮河,总面积65,000平方公里,约占安徽全省面积50％左右。本地区气候温和,雨量丰富,适宜农作物的生长。但由于原有水利条件较差,容易发生早灾,农业生产没有可靠的保障。例如58、59年,夏秋连续100天不雨,旱灾威胁严重,虽经各级党委领导群众大力抗旱,但农业生产仍受到一定程度的损失。本地区是安徽省革命老根据地之一,群众觉悟高,干劲大。特别是在人民公社成立之后,群众对兴修水利的要求更为迫切。省委根据群众要求摆脱干旱的强烈愿望,提出了“为根除江淮丘陵区旱灾而斗争”的战斗号召。要求大干一冬春,消灭易旱
Jianghuai hilly area is located in the central part of Anhui Province, south of the Yangtze River, north of the Huaihe River, with a total area of 65,000 square kilometers, accounting for about Anhui province area of about 50%.
