12月13日结束的欧盟首脑会议经过激烈谈判,未能就制宪问题达成一致。这让会前抱乐观态度的大部分欧盟民众和欧洲媒体感到了有些失望,也给对欧洲一体化持怀疑态度的悲观主义者带去了不小慰藉,但给欧盟领导人的恐怕就是一针“清醒剂＂了。他们需要在阵痛之后认真地反思:欧盟制宪究竟是否成熟?制订的宪法能否给欧盟带来团结和力量?欧盟到底应当走向何处?无论这次挫折是福,是祸,它毕竟是欧盟历史上少有的坎坷,也定会在欧盟今后的一体化建设中留下“印痕”。
